Customs Infrastructure of SEZ "Alabuga"
In February 2008 a modern customs terminal was built and put into operation in the SEZ “Alabuga”. The terminal serves the main purpose of providing the customs services to the resident companies of the SEZ “Alabuga” at a high level transparency and efficiency.
The infrastructure of the terminal includes:
• Customs office (located in the Administrative business center “Alabuga”)
• Container terminal (for processing of 1500 TEU)
• A railway terminal;
• Parking area for 150 trucks
• Parking for detained vehicles
• Automobile check-points;
• Railway check-point;
• A box for in-depth customs examination of passenger and freight vehicles;
• A box for in-depth customs examination of containers;
• Vehicle examinations stand;
Check-points for automobile and railway transport are equipped with an automated control of access to the premises of the customs terminal and the SEZ, and automated work places for the platform scales located on the rail and motor roads. The data from the scales is displayed in the premises of the Elabuga Customs Station. The check-points are video-monitored. Automobile check-points are equipped with car plate scanners. The traffic capacity of the check-points is 90 cars per day at average charge rate of 20 tons.
The in-depth container examination box (with a temporarily detained cargo store) is intended for surveillance with automated equipment, drawing up of documents and temporary storing of detained cargo. The box allows simultaneous examination of two containers. Containers are taken to the gate by reach-stackers.
The railway terminal includes the indoor loading and unloading facility as well as the container terminal for 1500 TEU containers and processing capacity of 50 containers per day. The loading and unloading of the railway trains is carried out by the goliath crane and two reach-stackers equipped with spreaders protruding aside as far as 800 mm (31.5 inches). Rich-stackers pile up containers of up to 35 tons in two decks.
